Miller County was created on 22 December 1874was formed fromLaFayette County. Because Miller County was on the Arkansas/Texas border, it was claimed by both state governments from the 1820s until the 1870s. This caused great confusion until 1874 when Miller County was re-established and took its present-day boundaries. The county seat is at Texarkana. Miller County is bordered by Little River County (north), Hempstead County (northeast), Lafayette County (east), Bossier Parish, LA (southeast), Caddo Parish, LA (south), Cass County, Texas (southwest), Bowie County, Texas (west). Miller County Clerk of Circuit Court has Court Records from 1874 and Land Records from 1874 and is located at 400 Laurel Street, Texarkana, 71854; (870) 774-4501 . The circuit clerk is the clerk of the circuit, chancery court, and juvenile court and usually acts as the ex-officio recorder of the county. The administrative duties of the clerk are to maintain a record of all proceedings of the circuit, chancery and juvenile courts and to prepare the dockets for these courts. They are also the ex-officio county recorder; and is responsible for recording deeds, mortgages, liens, and surety bonds, and many other orders and instruments which involve property within the county

Although probate court is a court of equity and is presided over by the chancery judge, prior to 1937 it was a function of the county court, and under the amended procedure, the county clerk still operates ad the clerk of the probate court. As clerk to the probate court, the clerk files all instruments making them a matter of record in descendent estate cases, and swears in all witnesses in contested estates. The clerk, also in this capacity, maintains all records relative to adoptions and guardianship cases within the county. The History Commission does not have copies of the death records.

Miller County was created in April 1820, by the Territorial Legislature and abolished in 1838, to be recreated by the state General Assembly from a portion of Lafayette County in December 1874. It was named both times for James Miller, first Governor of Arkansas Territory. Texarkana is the county seat. Although Texarkana, Arkansas and Texarkana, Texas have separate governments under different states, they have always shared many commercial and cultural interests, which includes their Post Office where you can stand with one foot in Arkansas and the other in Texas. The Arkansas portion of the post office is constructed of native limestone and the Texas portion is constructed of granite. The county has a strong industrial community manufacturing area, along with the Red River Army Depot in Texarkana. The landscape of the county is rolling hills, largely forested. The Red River forms the northern and western boundaries and is a favorite place for fishing. Sulphur River Wildlife Management Area, 17,000 acres, provides excellent duck hunting which is a popular sport. The Miller County Courthouse with is stately building holds a great deal of early history of the county. The land on which the courthouse stands was sold to the county for a nominal consideration by the railroad on condition that it be used for a courthouse.
